Manually labeling prototypes

I have a two-pronged strategy for labeling cluster elements:
(1) A cluster might contain one or more labeled vectors. I could use these as suggestions for manually labeling the cluster elements.
(2) I could use the Google API to build a list of suggested categories and use this for manually labeling the Cluster elements.

(1) depends on the cluster purity and the number of labeled instances in the cluster.
(2) I don't like this approach - but it was used by other competitors.
